it looks like an organizational flag of the Hitlerjugend/Hitler Youth (HJ). This type of flags was mostly used as a so-called house banner, in the form of a long hoist banner on a cross piece of wood with vertical stripes. Based on the width of the red and white stripes, the flags can be roughly assessed. Before 1935, the white stripe was usually much thinner than the two red stripes. After that, all three stripes were the same width.

Just saw this post. I agree with Brodie, why would a HJ flag have an army style eagle on it. Anytime I see stampings like this on flags, I am doubtful of originality.
Just my opinion though.

Post war ink stamp put on the flag to enhance and increase price..
Not one I would want in my collection..
The flag appears to be Pre-May 1945 but it has essentially been ruined by a post war ink stamp..
