that is not entirely correct. To the helmet covers:
The USMC also used the M43 helmet covers in Vietnam. These were also produced again from 1953.
The leaf pattern was first introduced at the USMC in 1959. These helmet covers have sewn-in labels with their own supply number.
It was not until 1962 that one could say that there were no differences between deliveries to the Army and to the USMC.

Wasn't the USMC Advisory Unit's first arrival in VN on 15th of May 1964?

The liner is a resin-cotton with the "improved' new suspension. This liner was produced sometime between 1964-1969. As René mentioned above, the liner contract can be found on the suspension. In the photo you posted of the inside of the liner, you can see the contract stamp peeking out from behind the headband in the upper part of the photo. If legible, the contract number there may give you a more specific date for the liner manufacture. Marmac and Westinghouse were the only two makers of the cotton-resin new suspension liners during this period.
