These are called Polizei Kartouchekasten and were ceremonial cartridge boxes worn only with the formal Parade Uniform and accessories. The officer model was smaller than the NCO version and was usually made of leather, while the NCO versions were at first leather then artificial material that is usually hardened by now with broken flaps. The large central strap (it is the loose one?) was used to secure the pouch to the rear of the uniform on a support button after mounting it on the tunic with the bullion bandolier. The two end straps of the bandolier cross and are secured to the two outer buttons on the bottom as shown in Ade's photo. The strap on the flap is secured on the center button. The NCO version has only one stud on the bottom and is larger in size than the officer's but with the same size eagle. The eagles are secured with a narrow strip of soft leather. The colors were black for Schutzpolizei and brown for Gendarmerie. The eagles came in gold for traffic and mot. Gendarmerie and bright gold for general officers, or aluminum/silver for all others.
