The translation; As a keepsake for the engineer of PRB-2, Nasenko A.E. It is not entirely clear to me what the abbreviation PRB-2 stands for.
I have found two possible meanings for the abbreviation;

Подвижная Ремонтная База - Mobile Repair Base
Полевая Ремонтная База - Field Repair Base.

What was being repaired in PRB-2 is not clear to me. Possibly vehicles or tanks. Maybe another forum member can tell you more about this.
