Not sure but there was alot of these for sell on the street markets in Russia in the 1990s

As the belt is man made rather than leather that puts it at the later end of the timeline so I think (I stand to be corrected) from the '70s until the fall of communism. Whilst I was stationed in Germany I saw both these and the leather (identical buckle) type in use concurrently and it was not just the older or professional soldiers (warrant officers etc) that had the leather type. Some young conscripts did too though of course that may have been an affectation!.

PS This type of buckle was worn by the Soviet Airforce too. The Soviet Navy had a different pattern incorporating an anchor.
