It has the 4 grommets that would indicate that this could be used for vehicle identification, but I am not a fan of the straight stitching of the swastika roundel to the red fabric.. I am used to seeing more of a cross stitching zig zag pattern.
Are there any markings on the grommets?
Wait for others opinions though..

I see no issue with the flag, you can never be certain if it is was actually used as a vehicle ID flag or a general use ID flag.
Have seen stitching such as this and the zig zag stitches Smitty raised, hundreds of producers, variations occur. Good reinforced edges. Either it is unissued or possibly cleaned.
