To me this looks like a car pennant for SA Standarte 255, Sturm 3 from Gruppe Süd-West. It is more like a solid guess considering the complexity of the local SA troops. Wait for more comments.

Brown tag matches Ortsgruppe visors and tabs?
SA (Sturmabteilung) was paramilitary group, so called "brown shirts" from early days to end of the war.
Gruppe color indicated what part of Germany they come from.
That pennant is from late 1940 / early 1941 as piping around patch is silver and number color is white.
I upload photo where you can see difference between earlier and late patches from SA Gruppe Südwest.

I took second look and it sure looks to be blue! It is weird. Hard to say what to think about this patch...
There is not such patches on any PL region, as far I know.

Just magnified the border and it's Silver/Grey and slightly bullion looking.
So it's a SA Gruppe Südwest?Vehicle pennant?
