Hello I know WW2 German flare cartridges have the serrated base, does that make these ones Russian or simply post-war? Thanks

They don’t all have a serrated base. Some are smooth, others partially serrated. This was a system to enable correct identification of the flare type (colour, parachute, &c.), in the dark.
