Hi!
It's very common to find double marking in the factories L/52 (C.F. Zimmermann) and L/16 (Steinhauer & Lück). Although I've usually seen that they also carry the two marks on the needle. One is the Prasidialkanzlei number and the other is the LDO mark.

I am not sure what you are saying, these marks represent two different makers. C.F. Zimmermann would be marked L/52 or 20 and Paul Meybauer would be marked L/13 or 7.
Steinhauer & Lück would be marked L/16 or 4.
The L/52 mark beneath the catch is correct for a C.F. Zimmermann cross. If it were a 20 marked cross, the mark would be on the underside of the pin.
This appears to be a good L/52 cross to me.

Once read an article about double marked, either Zimmermann or Steinhauer, but the samples are with the numbers indicating the same supplier. Yours is strange, but the medal is nice.
