Eisernes Kreuz 2. Klasse. Manufacturer?

Hello all.
I'm a beginner in this exciting world of collection. I have an unmarked Eisernes Kreuz 2. Klasse with magnetic core that I can't identify manufacturer of.
The figure 3 in 1939 is not in line with the other figures, it looks higher. That can be a lead to the answer for experienced members.

Number 44 is a good suggestion. I have been looking at 19 but 44 is probably a better match.
