    it looks original to me, but wait for other more knowledgeable people to confirm it.

    Although heavily deteriorated, this appears to be typical of a government-issued item.
    There are two types of 1939 letters, one small and one large, and this is the latter, the larger one.

    And what is characteristic is that the numbers are slightly to the right.
    The image presented by the comrade this time is correct in those and other features, and to me it is authentic.

    I would like the opinion of others.

    This is for future reference, but the picture should not only be from the front and back.
    I think a picture from the left, right, or side of the clasp would help answer your question better!
