I have only ever seen Kommandobuch examples for the SS and they are very rare. I have seen SS ones go for over 900 Euros but unfortunately I haven't seen one to someone in the NSKK before so can't really shed any light on it.
EDIT: Here is another NSKK example - look at the price it sold for!

Yes, this is the one I was sent images of and in the meantime I have done some more research and digging. This seems to be one attached to the SS or linked to the SS and the Einzatsgruppen operations in Odessa and in the area later on controlled by the Romanians - Transnistria. The other question that needs to be answered is: these special "Soldbuchs" were issued to Einzatsgruppen A, B, C, D members as well? special ID's for them alone? I suspect this could have been the case with these 4 special units...

I'm not sure about the Einsatzkommando units as such but I think they certainly relate to units involved in pacification operations. Sonderkommando R seems to get mentioned a fair bit with these Kommandobuch type documents and they were involved in the Germanisation of the Ukraine.

So they could be related to the Einsatzgruppen. With the NSKK being a National Socialist organisation it may of provided drivers and transport - just a guess but would make sense.
