Definitely SS. The eagle is on the sleeve rather than the breast, and there's a totenkopf on the front of his side hat. The cuff title also appears to be of SS pattern.
As for the collar tabs, they're hard to make out. Looks like they might be Totenkopfverbände. Others with more experience will know for sure.

IMO It is, collar tabs seems to be SS, hard to tell for the buckle, and also, the cap seems to present something which looks like more like a skull than a heer cap simbol ...
This is just my opinion ...
