Having served in the military before, I can tell you that there is such a thing as 'Soldiers Fashion', when you are part of a machine forcing you to be the same, then there is great delight at stretching or bending rules in order to be an 'Individual' or at least slightly different.
In this case it looks like he wants to look like Hitler himself. I suppose at that time no one would dare fault him since he is a Knights cross winner. Just my take and not neccesaraly the facts?

hi , to do with shortages of insignia , if my memory serves me right you can find examples of period use of heer and party eagles in photos in the bender book headgear of hitlers germany vol 2. hope this helps..cheers paul
