The phrase means " Destructive fire of the thrower "
The granatwefer was a mortar , the nebelwerfer was a smoke thrower but means rocket thrower if that makes sense !!
Looks like the card is from an SS Leader School rather than admin.

Interesting link Ade as it shows some footage of the quite rare Werfers mounted on either the 15cm Panzerwerfer chassis or if they were Waffen SS the 8cm Raketen-vielfachwerfer on the Fahrgestell Maultier based on the Opel Maultier.
The other interesting part is the blond haired SS Mann in front of the burning tanks , this hasn't got anything to do with Nebelwerfers as it is a Famous clip frpm the Battle of Kursk showing SS Unterscahrfuhrer Rudi Nadler from SS Pz Gren Rgt 1 a famous Panzerknacker who had destroyed the tanks in close combat.

thanks Ade , for the link , that explains it thoroughly as you suggest a frightening sounding barrage in very quick succession , but a bit of a giveaway as far as your position is concerned ! Paul , thanks for your explanations and comments they are very helpful , and the point you make about it coming from a leader school are valid , however , you can`t see the whole of the ss stamp on the pictures shown which states SS Fuhrerschule der Verwaltungsdienste , which i am led to believe is the SS Administration School , thanks for your help on this guy`s ,
