Parts 3-16694 and 3-16695 aren't listed in the B-17G parts book, but 3-16696 is.....
It's a spring-hinge for the lid on a Spare Bulbs Box, of which there were three on a B-17. One in the nose compartment, one in the cockpit and one in the aft fuselage, with slightly differing contents.

Of those, the cockpit one most closely matches the arrangement of spring clips to hold the bulbs, item 37 in this illustration:
