I do not think it is parts dagger, as these later ones didn't be so good quality as early ones. Plated crossguards are correct for later ones.
About scabbard, it looks like it may have been re-painted? Or it just looks like it.
Personally, I would try to hunt early or transitional SA dagger

Late and uncommon production year 1941 but correct.
The later the production the more these were assembled quickly with the fittings available.
I see no issues with it.
