No idea what city or municipality N.S. even refers to. But I know S is swedish "Södra", meaning Western-district of N.. something. Needs our native "coastal swede" to get answer for this.

Must have been related to Finnish SS volunteers, likely photo taken in Finland, they didn't follow volunteers to Germany. Althought Finnish female nurses did follow them.
I speak Swedish among many other languages, but I don't know what the abbreviation stands for either. It could be Skyddskår. People had different styles and standards for abbreviations back then.
N.S SK might refer to Nylands Södra Skyddskårsdistrikt (Uudenmaan Eteläinen Suojeluskuntapiiri) that was Finnish Swedish language based civil guard.
