Can someone translate/tell me something about this envelope?

Article about: I was gifted this envelope by a WWII veteran who picked it up in Japan. Can anyone tell me what period it is from? (Not sure if the veteran visited Japan after the war and picked it up there

    I was gifted this envelope by a WWII veteran who picked it up in Japan. Can anyone tell me what period it is from? (I assume it's from around WWII but im not sure if the veteran visited Japan after the war and picked it up there) and what does it translates to? I got a Japanese friend to translate a bit, and he said it mentions something about scenery, so maybe a movie/film? And yes, it is an envelope, not a flyer/piece of paper.

    Oh wow, thanks! So I assume it's advertising a valley in Okutama? or could it have been something to hold photos of the valley in? Because it is an envelope that you can put stuff inside of

    The marking on the back allows it to be dated to wartime and is explained here.
