although these kanji are recognizable, they are nonsense in Japanese: Hand People/Citizen [plus one I can't recognize].
Sorry, I think it is entirely a Seabee fabrication.

Hi Guy,
I clearly think the inscription of the small ensign was applied well after the flag was used for its intended purpose. I can't provide any interpretation or background history. The flag itself appears quite authentic compared to the others in my collection. With the intricate detail work performed by the seamstresses making the larger flags, it would make sense that the smallest flag is painted on the linen.
