These flags were flown from different masts, depending on the rank. For instance, the 1914 regs required this Admiral's flag to be flown from the main mast, while the Vice Admiral and Rear Admiral flags belonged on the forward mast.
Similarly, a Navy Rising Sun flag is NOT a "battle flag", but merely an "ensign", unless it is accompanied by proof that it had actually been raised to the top of the main mast in battle. In times of battle, there will be a minimum of two rising sun flags flown, an Ensign and a Battle Flag, both identical in design. However, only the one from the main mast qualified to be preserved as a memorial battle flag for specific sea battles.

Nick, what size were the largest Admiral flags? This one is a 4. I believe I’ve seen pics of a size 6.
Navy flag sizes were not stipulated within its main flag regulations, so I cannot tell whether there was a size 8 as in the case of the ensign. But when Vice Admiral Nagumo died in Saipan, he was flying a size 6 (266cm x 399 cm), later captured by a GI and now residing in a collection in Japan.
