In 1909, 陆费逵 published the paper "普通教育应当采用俗体字" in the inaugural issue of "教育杂志". This was the first time in history that the use of simplified characters was publicly advocated. In 1922, 陆费逵 published a paper "整理汉字的意见", suggesting to adopt simplified characters that have become popular among the people, and to simplify other characters with many strokes. In 1922, 钱玄同 put forward the "Proposal of Reducing the Current Chinese Characters' Strokes" at the Preparatory Committee for the Unification of Mandarin, which was co-signed by 陆基、黎锦熙、杨树达. This is the first specific plan for simplified characters in history, advocating that simplified characters that were only popular in the past should be used as orthodox characters in all formal written languages. The eight methods it proposes to simplify Chinese characters are actually the basis for the current simplified Chinese characters and have far-reaching influence. In 1928, 胡怀琛 published "简易字说", which included more than 300 simplified characters.
