Japanese Dog Tags Translations

Gents,
Can anyone translate these two Japanese dog tags? And what is the wooden piece on the first dog tag?

All three tags are upsidedown.

Can't find anything for the top tag #3274, except the number was assigned to the Nagoya Divisional District pre-unit activation.

The bottom tag is Akatsuki 暁 6142 for the 1st Field Shipping Engineer Replacement Unit, in the Philippines.
