The あれ is part of the idiom 荒れ狂う, so in this case it isn't "that". It's just part of "raging".
庭...to me it feels like the literal "garden" doesn't work well here. But I don't know how much poetic license would be allowed. I think it is close to "threshold". Also, とても probably isn't "very" here, but a kind of contraction of としても. So with that, and with some lack of confidence in the usage, I would suggest,
Even on the threshold of a raging war
Only the gods know your destiny
