Japanese IJN Donald Duck Cap

Bought this item a few years back. In absolute mint / unissued condition.

Have found very little information on this particular type (i.e the writing on the band).

Appears to be an IJN Machinest School Cap. Not the typical EM Navel Seamans Donald Duck cap given the unique band. I have only seen one other like this.

There seems to be a "manufacturing" mistake as the label on inside as one edge folded over when it was stitched (One row of writing on underside).

Tally's on back is stamped instead of embroidered which is not untypical.

Any thoughts would be appreciated and help in translating the band and label on the inside.

Which is not common, also in great condition, congrats!

Purposely covering up the manufacturer, I think.

I like the theory of covering up the maker. More plausible than it being a mistake.
