Japanese Plastic (possible Navy) Tag

Hello,
Saw this tag here for sale and was wondering what it may be exactly, maybe somebody knows???? Would appreciate any input on it…

Front appears to have a name and the back says 252 空 „Sora“ I think.

It’s possible it has something to do with the 94th Air Sub-Depot, tsusho 252 could relate to that.

I can't find 器兵 a single dictionary definition for, but have found it in usages like this:
火炎放射器兵
Flame-thrower operator.

Ok, so likely Fukuda could have been some type of weapons mechanic working with the 252 Kokutai (Air Group) of the japnese navy... That makes a lot of sense actually.
