That is a June 1941 updated version of the Hand Book on Soviet Russian Forces, explaining their tactics, weapons, uniforms, etc.
Nick, I don't recall if this was addressed before concerning this booklet: Was the primary audience for this booklet the veterans who might be called up again to face off against the Soviets? It looks like the entity that published the booklet was the "Time Expired" veterans org. as opposed to the Ministry of the Army.

The reservist's association was active in publishing several manuals. They also issued a full translation of the 1938 Russian Infantry Manual.
