    It looks like 予三五. Not sure about the second number, which is too faint.予 can stand for 予備 Yobi (Reserve) or 予科 Yoka (Preparatory Course) or 予備士官学校 Yobi-Shikan-Gakko (Reserve Officer School). Of those 3, I lean toward the first. Possibly for refresher drills of reservists at their annual roll calls.

    Thanks Nick, that's very helpful. Actually after looking more, it seems that the numbers have been redone, so maybe it is simply a three and a one for 31.

    The sling is actually attached to something, my latest acquisition. The previous owner purchased the sling separately, and somewhat ironically the rifle has actually turned to be a Thai Type 83, so a Japanese service sling is thus incorrect!
