This flag was intended for a Yosegaki and was consecrated by the shrine in advance ready for use, but it ended up not being presented to anyone. You can still get shrines to stamp a flag in this way, but the current stamp is with a different typeface, so chances are that the stamp was from wartime. Current stamp below.
