The sign says "Naval Tokoro Force Command Post"
Tokoro Force is probably a unit commanded by Tokoro Shigehachiro (所茂八郎). Tokoro held many positions in air groups over his career, including lead of the 281st Air Group from 1943-44 and was killed in the Marshalls while holding the post. There's name tags in some photos so if they were properly scanned the actual unit and some personnel could probably be confirmed.
