My understanding is that there was only one supplier of tamahagane (玉鋼) during the 1930s and 1940s. How the production of this material was restarted can be found at the JSSUS website. Click on "Yasukuni-to PDF" in the upper right corner. By clicking this icon, a PDF download will start.
It is likely that the army probably secured the entire output of this material and then supplied it to Yasukuni Shrine 日本刀鍛錬会 and the Rikugun Jumei Tōshō 陸軍受命刀匠.
It makes me wonder, if your suspicion is correct, why we wouldn't see the Star stamp on their blades as well?
