This badge caught my eye. Original or a fantasy fake ?

A commemorative badge for police that took part in crowd control at Kobe port during the big navy fleet review of 1936. The navy held these fleet reviews every few years. Those in the 30s and 40s were 1930 Oct. Kobe, 1933 Aug. Yokohama, 1936 Oct. Kobe and 1940 Oct. in Yokohama, which became the last. Badges were issued by the municipality, organizations involved and vessels that took part. Some other examples below.
