... I could parse it but only painfully slowly so I'll leave it to the experts. But since it mentions "NTC" maybe it's related to one of the joint training events like this one.
Above the NTC you can see the character for year (年) but the date is lost in the fold. Also the prominent phrase on the left is something like "7th Armored Reconnaissance Division" which may also link it to that event in 2014 or a later year.

COOL FLAG!!!!!

The bottom far left -- although obscured by the antenna -- says it is signed by the alumni (OB: Old Boys -- a British term) of the 7th ACR.
