You should stay away from these unless you are positive that they are military related. The Kanji in the star stands for the function the wearer has within the organisation, whose slogan or creed is represented by the partially obscured Kanjis in the petals. It could be a religious or martial arts organisation or something else, but unless that context is clarified first, there's no sense in trying to figure out the role abbreviations in the star.

If the back is screw-back, that is sign of postwar use.
