Maizuru Shigan Hikouhei 1633 Maizuru Base, Volunteer, Flight, #1633
Hōtoku* Satoshi [敬 can be pronounced as Satoshi, Takashi, and Hiroshi as male given names]
    Issued date: Showa 20, January
Size & Manufacture date: Showa 20, January [it looks like 十 (10 = October) but it couldn't have been manufactured after it was issued!]
    2nd Food and Clothing Depot

    鶴 Maizuru - naval base
    願 shigan - volunteer
    行兵 Hikouhei - flight

*Note about the surname 法篤. I am making a guess here. I cannot find 法篤 in any Japanese name database I have access to; nor can I find it on Google. However, there are a lot of surnames ending with 篤 and pronounce it as "toku;" I extrapolated that and wed it to Hō 法 to derive Hōtoku. 法 can also be pronounced as Nori at the beginning of a surname so 法篤 might also be pronounced as Noritoku -- again, just an uneducated guess and probably incorrect!

Guy I zoomed in on the size mark and it looks like the year of manufacture stamp has spilled over into the size parenthesis, could it possibly be Showa 11 (1936)

    Hi Shemp (Bill).

    No, Showa 11 would be 10 + 1: 昭十一.

    Hi Paul,

I don't think just pilot, probably any air-crew position?

While looking for a Google immediate answer (none!) ... I found this cool recruitment poster showing two enlisted sailors, one looking wantingly up at aircraft in the sky:
