Type 90s continued to be used by the police after the war. The white one reminds me of traffic control cops. The first one has clear postwar writing on the liner identifying the owner.
Thank you very much Nick! I really appreciate your opinion. At first I thought that the emblem was painted by a child. But, as it seems to me, the front emblem was updated several times, over the old one.

The black one in origin was a navy late helmet, the liner look navy one, and the front rivet is the one use in that navy helmet

I'm not certain of my reading of the 技 kanji as it's not too clear; so I've colored it pink. I don't know if it's a name or rank. I cannot find 技曹 as a name; and the only results I get for it on Google Search are Chinese!
見城 can also be read, depending on family, as:

Hello Guy! Thank you very much! Nick wrote above that this is a postwar kanji style. Perhaps he, too, something can spell out
技曹is contraction of 技術曹, a postwar rank designation for the Self Defense Forces. They are NCO class specialists with advanced skills. In the Ground Self Defense Forces they are called 技術陸曹, in the Maritime Self Defense force, 技術海曹, in the Air Self Defense Forces it is 技術空曹.
They are specialists hired from outside of the military, because it simply takes too long to train men internally to reach the required skill level and because the early retirement age often creates lack of such highly trained key personnel.
So your helmet was used postwar and the insignia painted on should indicate which arm it was used in, Ground, Sea or Air, but I can't spend time on such a search, so I will go no further. Early postwar SDF items are probably quite rare, so it iis worth preserving as is.
These ranks were only established after 1954, when they became the Self Defense Forces and not a branch of the police.
