Unknown Japanese WWII Dog Tag.

This is my first time asking a question on warrelics. I recently purchased a box of misc. things at an auction. in the box was two Japanese WWII Dog Tags. I am having trouble identifying the one pictured below. It is not made of brass like other's I have seen , but of a shell like material. Any help to identifying it, would be greatly appreciated

I think it is a civilian worker’s name tag.
