I acquired this from an estate sale. I don't know what it is called.
I think it is some kind of a Japanese navigation tool.
The numbers appear to be in degrees.
Both pointers and outer ring move.
Does anybody know what it is or what the symbols say?

Has to do with the 14mm gun:
十四糎砲
苗頭 = deflection (gunnery)
苗頭加減噐
Deflection addition/subtraction [degree] instrument
It looks like some sort of traverse & elevation (T&E) device for the 14mm gun.

Guy,
I would say this device was used on something a heck of a lot cooler than some pea shooter 14 mm. We are talking 14 Centimeter, like naval gun size!
Tom
Damn, Tom!! I meant to write 14cm. Thanks for the correction.
Guy, Happy New Year! Actually he does that on purpose just to see if were paying attention.
