Thank you both. Now I know that Yoshisuke made the tanto, and that the character under the leather might actually mean something.
I've been a bit slow Sporter, apologies but measurements are roughly;
Nagasa - 32cm
Kasane - munemachi - 9mm
- sakikasane - 4mm
Mihaba - motohaba - 3cm
- sakihaba - 2cm
So funnily enough (depending on how strictly you adhere to measurements) this means that it is not a tanto at all, but a very ko wakizashi.
As to the throat of the saya, it appears to have a leather band around the circumference to prevent splitting and then a leather 'topper' to pad the sheathing of the tanto/wak. You can see this in the photo pretty well.

I think it's more wakizashi than tanto. It's certainly in a small sword scabbard with sword size mounts.
