Is there a way to date it ?
Any indication of the location ?

Dated Meiji 40 [1907] and (update?) Showa 4 [1929]

The top of one image lists the following prefectures:

栃木県 Tochigi Prefecture
茨城県 Ibaraki Pref
群馬県 Gunma Pref
埼玉県 Saitama Pref. Saitama is just above Tokyo.
