This is a nice clean Kingdom of Italy flag, these are very hard to date as they exist from 1848 to 1948 but of course flown long after.
Looks to be a building/flagpole flag. Don't overpay for these flag, as while they are not as common as German flags they command far less value.

Quite possibly, but unlikely.
Looks like one of the hundreds of thousands screen printed ones that would have been flown off balcony's and buildings.

General rule: crown = armed forces, no crown = civilian. The Savoia’s shield was dropped in 1946, just after the referendum that established the Republic.
