Yes, the black ribbon is the correct one.
It is a unit of the MVSN, I believe also supported by elements of the Regio Esercito, positioned in defense of the coast of Tripoli between 1940 and 1942.

I would say it's not a rarity, but considering it's not an award but a souvenir medal of a single unit, it probably wasn't produced in large quantities, and if in good condition it is a good piece for its area of interest.
