What is the white stuff around parts of the wire ? Looks like plastic insulation ?

It is not cloth but it is it is a rubber sheath...
I always questioned why a soldier would put wire around the part of the bale where the chinstrap would be. First it would rub against the leather chin strap and second it would interfere with the ability of the bale to function (i.e. swing back and forth).
Not saying it was never done, but....not something I like seeing.

Helmet and liner look ok to me but I am not keen on the wire. No breaks, damage or witness marks where it had rubbed on the rim or shell. A postwar addition IMO

Hello Michael , it was done quIte often actually. So for me it is not an issue , I have a Norgy woodwork wire that has it and seen many other one lookers.

Given the wire is suppose to offer a structure to attach vegetation to aid camouflage, in this example those wires are so tight to the shell, you would be lucky to slip under a blade of grass. Looks more like a style statement rather than a functional addition. Not a sign of corrosion at any twist points either, likely a recent addition IMO.
