I'm not really a fan of the wear pattern to the paint. However, I own zero winter camo's so let's let the helmet specialists chime in.

While anything is possible, I don't like the scratches as well.
That said, what is the lot number and maker? (my eyes are not what they used to be) Is the lot number D5xx (can't read the last two numbers)? If so, then this could be an NS and as such fall in the no decal range. If so...that would pretty much kill the camo. But NS helmets in this lot number range are rear stamped which this one isn't. So maybe the lot number doesn't begin with "D"?

Thanks for the reply, the lot maker is EF and I'm contacting the guy on what the lot number is and some better pictures of it as I cant make out the numbers myself.

I wouldn’t bother with this helmet.
A lot of pitting on the inside of the helmet for there to be that much camo paint on the outside. Looks like it has been cleaned too. If you look on the inside pics the helmet has a shine while the pitted areas has orange rust deposits. As an antique gun owner and restorer this is a clear sign the metal has been cleaned with some sort of abrasive pad. Just my two cents.
I agree on the tool marks, there are a lot that make an “X”. Doesn’t look like natural wear.
The whitewash just doesn’t look kosher to me either. Someone has tried too hard on this in my opinion.
