Tampered with, sorry. It isn’t an M31 liner. It is an M16 shell with a civil liner no doubt collector installed with a jury rigged chinstrap.

As Jim said, it’s been tampered with. Looks like the shell was in quite poor condition and rusted, and was simply painted over. There’s even a hold visible. The paint lacks age and patina and the original chinstrap hardware has been left on and painted over.
