Heinrich Arld Heers belt buckle?

This belt buckle and tab came with a auction lot I won last week. I want to confirm that it’s a Heinrich Arld buckle. It’s marked H.A on the buckle and you can just make out the A on the tab, the date and the rest of the writing is not legible. Some of the green paint is still on the buckle.
