It could be H Arld, have a look at the eagles head and compare it to this one but hard to tell from the pics

Could be, eagles head look the same, and the stitches on the tab also.
First and last letter of the trademark are H and D.

Aren't these early Arld Heer buckles marked "H.A." under the pin shroud?

Indeed, there is an inscription H.A.
Buckle was in the parade belt, and the inscription was camouflaged with black paint.
