Looks likes an example of the Belgian HJ buckle. Here is a very in depth discussion of these buckles.

I agree it is a Belgian made HJ. Has to be a rare buckle.
For comparison, this dealer has around (10) HJ buckles for sale listed as Belgian HJ examples:

nice buckle, I hold one myself. I also proposed in another thread some years ago that this type buckle appeared to be very similar to the Belgian made Heer and Luft buckles. I was enlightened to the fact that this is an unmarked Assmann buckle possibly late war. There was a pretty extensive thread about this about 10 years ago? Thanks for posting it!
Looking at the Belgium buckles they have different ears than this HJ buckle. I will have to look up the old thread on these being Assmann.
