The dedicated NVA flags had a text around the circle "Für den Schutz der Arbeiter und Bauernmacht"
(I see you are from Austria, but in case some non german speakers also view this topic, this translates as something like "For the protection of the labourers' and farmers' might")
So this one is definitely not the military type, instead the "normal" version . But I can't say for sure whether the military also used this normal/civilian version on some occasions or not.

this national flag, not typical of the Volksmarine, can be flown at the bow of ships.
But what raises questions is the lack of reinforcement that the navy flags have and the rope is also not VM specific...
Personally I have my doubts.
