Partisan or commemorative?

I recently came across this jacket, very cheap, so no real expectations on it, rather a punt. The story is that it came from the estate of an Italian who served with the International Brigade in Spain. There is an Italian Ribbon and a WW1 commemorative lapel badge...any help in trying to figure this one out would be great.
